Two 16-year-old youths of Jamestown were charged with second-degree obstruction of governmental administration Wednesday at 8:30 a.m. Officers were patrolling school zones on the south side of the city when they stopped to talk to three male youths who were allegedly acting suspiciously within the band shell at Allen Park.
